A federal judge in Rhode Island has ordered the Trump administration to find the money to fully fund SNAP benefits for November. The ruling by U.S. District Judge John J. McConnell Jr. on Thursday was in response to a challenge from cities and nonprofits complaining that the administration was only offering to cover 65% of the maximum benefit. The government said it will rely on $4.65 billion in emergency funding. The Trump administration said last month that it would not pay benefits at all for November because of the federal shutdown.
The Trump administration has won a transgender case at the Supreme Court. Justices are allowing the administration to enforce a policy blocking transgender and nonbinary people from choosing a sex on their passport that’s different from their biological sex. In January, President Trump signed an executive order declaring the U-S would “recognize two sexes, male and female,” based on birth certificates and “biological classification.”
Bipartisan talks to reopen the government are intensifying. Lawmakers in both parties are feeling urgency to alleviate a growing airport crisis, pay government workers and restore delayed food aid to millions of people. But resolution still appeared far off Thursday as parties continued to debate how best to end the shutdown, now in its 37th day. Senate Democrats who have now voted 14 times not to reopen the government were meeting to discuss their options. Moderate Democrats have pushed a plan to pass a group of spending bills now and vote on expiring health care subsidies later. Other Democrats oppose that idea.
The grim task of finding and identifying victims from the firestorm that followed a UPS cargo plane crash in Louisville, Kentucky, has entered a third day. Investigators are still gathering information Thursday to determine why the aircraft caught fire and lost an engine on takeoff. Tuesday's inferno consumed the enormous aircraft and spread to nearby businesses, killing at least 12 people, including a child and three people on the plane. Louisville Mayor Craig Greenberg has described the scene as “horrific,” with charred, mangled metal and smoke still "rising from piles of debris.”
